Due Diligence

Silverman CPM’s collaborative approach to managing the design process is founded in our belief that it is critical that the project manager gather all available information into an initial package in order to fully understand and document the status of the project.

 

Provide Property Assessment services including:

  • Assist Owner in appropriate consultants at this stage
  • Determine existing zoning and easements
  • Review available existing documentation

 

Provide site acquisition analysis including:

  • Manage procurement of appropriate and necessary consultants
  • Obtain available topographic and boundary surveys if available
  • Assist Owner or Owner’s attorney with any legal documentation necessary for acquisition
Pre-Design Phase

Silverman CPM takes a business management approach to all projects, focusing on communication and the key processes of time management, cost management and quality management.  In essence, we develop a business plan for the entire project process including expectations, objectives, resources and responsibilities.  Silverman CPM provides the following services:

  • Assess owner needs and develop a Management Plan for project
  • Assist in the selection of design team including architects and appropriate consultants
  • Manage the selection process and take the lead in negotiating contracts for design team members
  • Prepare overall project budget
  • Prepare overall project milestone schedule
  • Review conceptual plans to ensure feasibility within budget
Design Phase

Silverman CPM will work in collaboration with the Owner, user groups and design team representatives, to review all design documents for constructability and conformance with the project design concept and budget.  Any budget issues, scope increases, constructability issues, or safety concerns will be addressed throughout the design phase to successful resolution in addition:

  • Manage programming process with Architect and Owner
  • Manage selection and contracting of sub-consultants
  • Review Architect’s drawings, manage Owner approval process and Architect’s revisions
  • Manage value engineering and life cycle costing decisions
  • Assist Architect in developing necessary construction related documents for fundraising/ financing efforts
  • Work with Owner to determine Furniture, Fixture and Equipment requirements
  • Manage Owner/ Architect / Contractor meetings
Financial Management Estimating & Optimizing Project Costs

As final documents proceed, we can perform formal cost monitoring.  This involves the comprehensive reviews of the cost estimates at key points during the design/construction documents process, and the updating of these estimates, since critical decisions will be made which affect the project cost.

Because we know that our clients do not have an unlimited budget for all the work it needs to complete, our value engineering approach will assist the Owner in striking a balance between cost and other criteria such as:

  • Optimizing operating, maintenance and energy costs
  • Improving operational  functionality for operational excellence
  • Providing the highest quality products, components and systems
  • Providing for future flexibility
  • Allowing for future expansion
Procurement/ Pre-Construction Phase

Silverman CPM is very experienced in managing the bid and selection process, including development of the necessary strategies and documents for bid projects.

During the Pre-Construction phase Silverman CPM provides the following services:

  • Establish with Owner the selection process for General Contractor and manage Request for Qualifications/Proposals, interview, and selection or bid process as required.
  • Negotiate General Contractor’s contract in conjunction with Owner/Owner’s attorney.
  • Set up interview and selection process for other consultants/ subcontractors and negotiate contracts with chosen companies.
  • Work with contractor or cost consultant to obtain preliminary pricing.
  • Review and analyze all pricing submittals and make recommendation to Owner
  • Develop / Review Construction Contract with Owner and Owner’s Representatives
  • Coordinate Issuance of Notice to Proceed
Construction Phase

Our primary function during the construction phase is to ensure that the process is well coordinated and that the quality of the work is in accordance with the contract documents.

Specific tasks and deliverables provided by Silverman CPM during the construction phase include:

  • Make regular jobsite inspections and monitor the work for conformance with the approved plans and required quality. Observations and field reports will identify any quality or safety issues.  Silverman CPM will work with the Owner and the design team to report and recommend corrective action to be taken.
  • Manage bi-weekly jobsite meetings with the Owner, Design and Construction Team to review progress and issues.
  • Ensure that Requests for Information (RFIs) are logged, dated, and tracked for resolution according to contract document requirements.
  • Review and advise The Owner on all submitted Change Orders.
  • Monitor and review the Contractor’s Application for Payment prior to its being submitted to the Owner.
  • Monitor to ensure that Contractor is obtaining the required inspections in a timely fashion.
  • Monitor construction testing and maintain appropriate log.
  • Monitor erosion/sedimentation control and tree protection.
  • Track and provide updates to the approved budget, contractual commitments, cumulative invoiced amounts, and projected costs to complete the project.
  • Monitor Contractor’s progress, revised schedules, advise the Owner of any schedule issues and assist with recovery schedules and contingency planning, as necessary.
  • Monitor the Contractor’s monthly photo record of project.
  • Manage the development of the punch list with the Design and Construction team and the Owner.
  • Ensure timely completion of all punch list issues and provide final inspections.
  • Monitor start-up of all systems and building commissioning activities.
Close-out and Transition

Silverman CPM’s close-out procedure will ensure that the Owner will have all of the information and training necessary to operate the new/renovated buildings.  This procedure includes:

  • Assist with all aspects of project close-out, including accumulating assurance that all sub-contractors and material suppliers have been paid
  • Ensure that the “as-built” drawings are prepared and reviewed by Silverman CPM, the design and construction team, and the Owner
  • Require every contractor and subcontractor to provide the appropriate warranties
  • Ensure the General Contractor organizes and delivers all Operating Manuals to the Owner for equipment and systems
  • Arrange training sessions for staff, presented by the installing subcontractor, of all major operating systems.  Arrangements will be made to videotape these training sessions for the future use of the Owner, if desired
  • Manage release of retention held and delivery of valid final waivers of lien from all subcontractors and suppliers
