In 1995, when Arnie Silverman founded Silverman Construction Program Management (“Silverman CPM”), he backed the company with more than 36 years of professional experience planning and managing commercial construction programs. Today he has a team of experienced professionals who provide planning and management assistance to owners and organizations faced with the daunting task of building and renovating new and existing facilities.
After receiving a bachelor’s degree in electrical engineering from the Stevens Institute of Technology, and a master’s degree in business administration from Columbia University, Arnie began his construction career in New York and became vice president and general manager of Sweet Associates where he managed a variety of construction projects of up to $25 million in size. In 1979, he and his brother Robert Silverman purchased The Winter Construction Company in Atlanta. As President and Chief Operating Officer, Arnie oversaw an increase in revenue from $2.5 million to over $88 million. He played a major role in the construction of many of the Atlanta region’s most high profile buildings and facilities. Throughout his tenure with Winter, Arnie managed projects for universities, private and public schools, arts and cultural organizations, and private and corporate developers.
Arnie is past President of the Associated Builders and Contractors of Georgia. His numerous community activities have included positions on the Boards of The Paideia School (where he served as Chairman of the Building Committee), GlenCastle Constructors (where he was a founding member), Genesis Shelter, Inc., Olmsted Linear Park Alliance, Park Pride, Parks Atlanta Rescue Coalition, Piedmont Park Conservancy (Treasurer, Executive Committee, and Capital Projects Committee), The Carter Center Board of Councilors, the Landscape Advisory Committee of The Carter Center.
Arnie has been appointed to a variety of important positions in both the City of Atlanta and DeKalb County. In 2002 Arnie was appointed to the Task Force for Parks and Greenspace for the City of Atlanta by Mayor Shirley Franklin. In 2003 he was selected by DeKalb CEO Vernon Jones to be his representative on the Green DeKalb Advisory Council. In July of 2003, Mayor Franklin appointed Arnie to the City of Atlanta Parks Commission. Arnie was the DeKalb County appointee to the Metropolitan Atlanta Rapid Transit Authority in 2004. Arnie was selected as the 2006 Small Business Person of the Year by the Metropolitan Atlanta Chamber of Commerce (“MACOC”). He is a past member of the Board of Directors for MACOC and is presently on the Board of Advisors as well as the Small Business Growth Council for MACOC.
Arnie served on the Emory University Clifton Corridor Advisory Group Task Force and the Atlanta Beltline Parks and Trails Task Force. Arnie completed Leadership DeKalb, class of 2007 and is currently the Chairman of the Board for Leadership DeKalb. In 2011, Arnie was also appointed to the DeKalb County Chamber of Commerce Board of Directors and as Co-Chair for DeKalb County Chamber of Commerce Small Business Committee. He is also on the Board for the DeKalb County Police Alliance.
As President of Silverman CPM, Arnie oversees all of the projects in the office and is currently responsible for representing the Atlanta Downtown Improvement District and The City of Atlanta through the Atlanta Downtown Streetcar project.
Arthur (Art) Fix joined Silverman Construction Program Management (“Silverman CPM”) in 2005. With 26 years of design and construction-related experience, Art’s background includes work in architecture, construction, and real estate development, with projects for a wide variety of clients, including schools, public universities, major corporations, convention centers and hospitality companies and retail malls.
Art is Vice President of Operations and has an active role in the majority of the projects that are in the office. Most notably, Art has represented the Atlanta Botanical Garden for most of the Garden’s expansion and renovation projects as well as been the lead representative for Paideia School through several of their construction projects on campus.
Art began his career with Giattina, Kirkwood & Partners; Architects in Birmingham, Alabama then came to Atlanta to work with the architectural firm of Cooper Carry. During his 15 years at Cooper Carry, Art worked on a wide range of project types and sizes before joining Cork-Howard Construction Co. as a project executive in 1999. Immediately prior to joining Silverman CPM, Art worked for the real estate development firm Place Properties, where he directed and managed project teams from conception through post-occupancy including several university projects.
Art has been involved in the development, design, and construction of projects ranging from $10,000 to over $100 million throughout the northern and southeastern United States. Art’s experience is wide-ranging and includes design, procuring and managing design and construction teams, working with local building authorities during the zoning and permit phases of projects, construction quality control, project coordination, scheduling and budgeting.
Art holds Bachelor of Science and Bachelor of Architecture degrees from Auburn University.
Art is a licensed General Contractor in Florida, a member of the American Institute of Architects and previously served on the Board of Directors for Metro Atlanta Respite and Developmental Services, Inc.

As Senior Project Manager for Silverman Construction Program Management (“Silverman CPM”), Bruce Pinkney brings over 35 years of project management experience with special expertise in finance and management. He began his career in 1972 as Controller with the Robert H. Johns Company, General Contractors of Columbus, Ohio. In 1978 he went on to serve the Americare Corporation as Vice President for Development and simultaneously as President of a subsidiary, Care Construction. In this position Bruce oversaw complete nursing home projects from the purchase of land, through design and construction.
In 1988 he moved to Atlanta as Vice President of Development and Purchasing for Convalescent Service, Inc., a position he held until moving to SCPM in 2000. Bruce has been responsible for real estate development and real estate portfolio management. He has supervised operations and facilities management companies, including responsibility for P & L and Capital Budgets. He has been responsible for compliance reporting, Lessor/Lessee relations, market analysis, operating proformas, financing, site selection, zoning, project design, development budget, and operating budget of turnkey development. His total development experience totals $155,900,000 and 1,215,000 square feet.
At SCPM Bruce oversees a variety of projects and has spent much of his time working in the area of Parks and Streetscapes. Bruce’s responsibilities include oversight of consultants, coordination with public agencies, development of bid packages and oversight of bidding, as well as construction management. Bruce was the lead Program Manager for the Olmsted Linear Park Alliance on all of their streetscape and park improvements and currently overseeing all streetscape projects for Midtown Alliance.
Bruce received his Bachelor of Business Administration in Finance at Ohio State University and is a licensed General Contractor in Florida, California, North and South Carolina.

Marti Watts joined Silverman Construction Program Management (“Silverman CPM”) in 2008 as Senior Project Manager. With over 16 years of experience, Marti’s background includes providing project management for both the public and private sectors with a strong emphasis on park and recreational planning and design, urban design, and construction management.
At SCPM, Marti is responsible for the DeKalb County $60 Million Parks Bond Program and is currently the lead Project Manager for Smithgall Woodland Gardens, an extension of the Atlanta Botanical Garden located in Gainesville, Georgia. Marti was the Lead Project Manager on the Robert W. Woodruff Library at The Atlanta University Center, a 100,000 s.f. multi-phased renovation.
Prior to coming to Silverman CPM, Marti began her career with Kenneth B. Simmons Associates in Columbia, S.C., as a Land Planner before moving to Altamira Design & Common Sense, Inc. and then to Wood + Partners. Her work included acting as Senior Project Manager preparing construction documents and managing construction administration for a variety of projects including; Children’s Adventure Garden and Wade Walker Park in DeKalb County, the Georgia World Congress Center, Drew Charter School/East Lake YMCA, streetscapes and work related to the company’s Annual Contract with Gwinnett County, Brook Run Skate Park, Ridgeview Walk Townhomes, and Cheshire Bridge Road Streetscape.
Marti holds a Bachelor of Landscape Architecture from the University of Georgia. She is a Registered Landscape Architect, a LEED® Accredited Professional, a certified Playground Safety Inspector, a Member of Southface Energy Institute, Urban Land Institute and U.S. Green Building Council.
Phil Meador joined Silverman Construction Program Management (“Silverman CPM”) in 2008 as a Project Manager, bringing municipal and industrial project management experience to the company. Phil’s background in projects for both the public and private sectors includes a strong emphasis in site development, water and wastewater and industrial/pharmaceutical facility construction management.
Phil began his career with Crowder Environmental in Cary, NC as a Project Engineer before moving to Seaside Environmental Constructors in Raleigh, NC. His work at SEC included acting as a Project Manager for various water and wastewater projects. Typical projects included full oversight of various sized Pump Stations, Reverse Osmosis, Arsenic Reduction, Filtration, Treatment, Pipe Line and Reservoir construction.
Immediately prior to joining SCPM, Phil worked for RGD Program Management, Inc. as Project Manager for Talecris Biotherapeutics in Clayton, NC managing capital improvement projects serving to expand existing and develop new manufacturing facilities and production lines. Responsibilities included leading Civil and Mechanical disciplines in coordination with Process and Electrical design members of the project teams from the Basis of Design to preparation of construction documents to negotiation of equipment procurement and contractor scope and contract. Program Management included construction oversight through completion of commissioning, validation and start-up.
At Silverman CPM Phil is the lead Project Manager for the Atlanta Downtown Improvement District Streetscapes and is also the lead Project Manager for the Atlanta Downtown Streetcar Project.
Phil received his Bachelor of Science in Construction Engineering from North Carolina State University. He also holds a Fundamentals of Engineering Licensure in North Carolina and is a member of the U.S. Green Building Council.

Jason joined Silverman Construction Project Management (“Silverman CPM”) in 2009. As Project Manager with over 17 years of civil/site land development experience for both public and private clients, Jason’s experience includes hydrologic/hydraulic analysis; infrastructure and utility design; dam/spillway design; and preparing construction documents and specifications for land development projects including mixed-use, retail, parks and recreation, commercial and residential developments.
Jason is a Project Manager on the $60 Million DeKalb County Parks Bond Program. He is also a Project Manager for the Midtown Alliance Streetscape Program, managing the West Peachtree Streetscape renovations. Jason is also managing the Potter’s House, a campus expansion in Jefferson, Georgia for Atlanta Mission.
Immediately prior to joining SCPM, Jason worked as a Project Manager/ Senior Practice Builder for Kimley-Horn & Associates, Inc. where he was responsible for building their land development practice in the Atlanta market (Atlanta Midtown Office) which focused on multiple clients for mixed-use development/ redevelopment, retail (small to national scale), large-scale single-family communities, multi-family developments, resort development, and health care projects. Jason managed land development project design teams of multiple engineers and designers. He has prepared and participated in successful marketing strategies for both local and national clients, involving teaming with multiple disciplines (traffic, land planning, water resources, parking) across multiple offices.
Jason received his Bachelor of Civil Engineering degree from Georgia Institute of Technology. He is a registered Civil Engineer in Georgia, Florida, Alabama and Mississippi. Jason is a member of the American Society of Civil Engineers, International Council of Shopping Centers, ACEC Future Leaders Program and the Council for Quality Growth.

Teresa joined Silverman Construction Program Management in 2010 with over 28 years of interior design experience. Most recently, Teresa served as Vice President and Director of Interiors at Heery International where she led an Interiors Team of 15-22 designers. Teresa’s responsibilities included the overall financial responsibility for the Interiors Department, strategic planning, marketing and business development, management of existing clients, as well as mentoring her project teams. Teresa has a keen understanding of the interior design process particularly programming/pre-design planning and concept development, related to the reuse of space, phased construction and renovation projects. Teresa’s background includes experience with education, healthcare, hospitality and corporate clients in the United States, South America, Mexico and the U.K. Some of her most notable clients included GE Energy, Georgia Power, Hewlett Packard, AT&T, Georgia Gwinnett College, United States Air Force, Aid Atlanta, Families First and Primrose Schools.
At Silverman CPM, Teresa is the lead Project Manager for Central Presbyterian Church, the DeKalb County Courthouse multi-phased interior renovation project, and Clayton County Fire Department’s new Multi-Purpose Building. She is also focused on strengthening the firm’s Corporate Interior Build-out Portfolio and developing new client relationships in this market sector.
Teresa holds a Bachelor of Science degree in Interior Design from Western Kentucky University. She is a member of the Georgia Chapter of Interior Design and served on their Board of Directors many years prior to serving as Georgia Chapter President in 2007-2008. Teresa is a guest lecturer at Texas A&M University’s School of Architecture and has been a registered Interior Designer in the state of Georgia since 1993.
Claudia joined Silverman Construction Program Management (“Silverman CPM”) in 2010 with over 20 years of project management experience. Claudia’s work has focused on project management and scheduling in the construction and real estate development industry.
At SCPM Claudia is the Lead Project Manager on the Clayton County Library project and is the lead Project Manager on the Ponce City Market project (formerly known as City Hall East).
Immediately prior to joining Silverman, Claudia owned her own company focused on providing scheduling services and project management consulting for various clients in the aviation, mixed use and commercial markets. Claudia has successfully managed the development and construction of over 4.5 million square feet of space. Before starting her own firm, Claudia worked for Carter & Associates as Director of Commercial Real Estate Development. At Carter, Claudia was responsible for development, project management consulting, negotiating contracts, managing design, construction, budget, schedule and providing owner representation for such clients as University of South Florida Foundation, Georgia State University, Progress Energy, The Gates Corporation, City of Atlanta, MARTA, and the United Way.
Claudia has managed projects from inception to occupancy as an at-risk real estate development manager, an at-risk commercial contractor and a program manager. Claudia is a LEED Accredited Professional (LEED AP) and a licensed General Contractor in the State of Florida.
Claudia received her Bachelor of Arts in Economics from the University of Notre Dame and completed the Notre Dame School of Architecture Rome Studies Program, Rome, Italy.

Andrew joined Silverman Construction Program Management (“Silverman CPM”) as a Project Engineer and is a recent graduate of the University of Miami. Andrew received a Bachelor of Science degree in both Civil and Environmental Engineering. Prior to joining Silverman, Andrew worked as an On-Site Office Engineer for Gay Construction for the LEED Silver Georgia Tech Basketball practice facility. Andrew became experienced in project site management including site safety inspections, managing daily reports and coordinating all material deliveries. Andrew also managed the remodeling of the Georgia Tech Ticket Sales Office.
At Silverman, Andrew is currently working as the Project Engineer for the Atlanta Downtown Improvement District and Midtown Alliance on the Streetscape Improvement projects.
Andrew is a member of the American Society of Civil Engineering and the American Water Works Association.
Cassie Joy joined Silverman Construction Program Management (“Silverman CPM”) in 2009 with over 13 years of business development and marketing experience. She is responsible for analyzing the company’s market position, researching industry trends and identifying new business opportunities. Her responsibilities also include preparing formal responses to both private and public bid requests, revitalizing the firm’s marketing materials and company website, identifying and coordinating appropriate business development opportunities and events to strengthen the firm’s presence in the marketplace and building and maintaining client relationships.
Prior to joining Silverman CPM, Cassie worked as the Business Development Manager for Smith Dalia Architects, LLC. There she was responsible for managing the marketing team, developing and monitoring marketing budgets, generating project leads, coordinating formal bid responses and fee proposals and overseeing the design and development of company marketing collateral and website.
Cassie is currently part of the DeKalb Chamber of Commerce Small Business Committee’s inaugural Small Business Capacity Building Education Series assisting the Chamber in coordinating their marketing efforts.
Cassie received her Bachelor of Science degree in Marketing from Providence College, Providence, Rhode Island.

Diane Shortridge came to Silverman Construction Program Management (“Silverman CPM”) in 1996, bringing with her nearly 15 years of administrative experience in the construction industry.
At SCPM, she provides extensive administrative support for information systems management, human resources, accounting and procurement. In addition, she serves as Project Coordinator for construction projects including preparation of contracts, maintenance of required logs, correspondence and review of pay applications. She has daily contact with SILVERMAN clients, providing help and support for their projects.
Prior to joining Silverman CPM, she served as Executive Assistant at GranCare, Inc. and before that as Office Manager and Executive Assistant at the Winter Construction Company for nearly a decade. While at Winter she provided detailed support for the President and for project managers. Her first post in the construction industry was at Southeastern Historic Restoration, Inc. where she was Office Manager and Accounting Manager. In addition to her administrative duties, she acted as Property Manager to the President of National Historic Realty, a post that included interfacing with tenants and resolving property management problems.
She also held an administrative position at the Legal Services Corporation where she provided administrative support to the executive staff, supervised and trained administrative staff and participated in the planning and administration of regional meetings.
She attended the University of Kentucky.
